There are proposals in Congress to lower the age of criminal responsibility to 9 years old, on the basis that children as young as 9 are already criminally mature and capable of discernment, and that this measure will protect them from crime syndicates that abuse children. However, lowering the age of criminal responsibility will not address the root causes of the problem: poverty, lack of parenting support programs, exposure to violence and crime syndicates, access to education and other social services. We call on the government to address these root causes, and improve the implementation of the current Juvenile Justice and Welfare Law.
